Focus on the development of clean energy supply and consumption, major energy equipment and new energy industries, and advance the energy work in Shanghai to a new level.
During the “Eleventh Five-Year Plan†period, Shanghai’s natural gas multi-gas source construction was steadily completed. “5+1†consists of Donghai Natural Gas, West Gas First Line, Yangshan LNG, Sichuan-East Gas Transmission, and West Gas Second Line Five atmospheric sources and Wuhaogou LNG Station. "The supply structure has basically taken shape. A multi-gas source supply system that is complementary to domestic and foreign countries, and the combination of autonomy and external supply has been initially established, effectively reducing the risk of gas supply.
The abundant supply of natural gas has created a good condition for Shanghai to accelerate the adjustment of its energy structure. During the "Twelfth Five-Year Plan" period, Shanghai will strengthen the development of natural gas and continuously improve its utilization efficiency. In 2011, CNPC started construction of the second section of Shanghai West Gas Project and deepened the Nantong-Chongming River Crossing Project, and strived to start construction in the second half of the year.
Focusing on the theme of energy security protection, during the “12th Five-Year Plan†period, Shanghai will actively develop new energy sources and strive to build new energy demonstration cities. In 2011, Shanghai will step up its efforts to build a wind farm such as the northern edge of Chongming and the Chongming avant-garde. Construction of onshore wind power projects such as Donghai Bridge Offshore Wind Power Phase II and Qingcaosha, Old Port Phase II, and avant-garde expansion will be started, and a large-scale offshore wind farm project will be started. Implement the “Chongming National Green Energy Demonstration County†construction plan and promote the construction of Zhangjiang and other photovoltaic power generation projects.
The meeting stressed that the "Twelfth Five-Year Plan" is a crucial period for the construction of Shanghai's power grid. The relevant departments of the city of Shanghai must make concerted efforts to focus on the key points, accelerate institutional innovation in the power grid construction mechanism, and fight a tough battle in power grid construction. In 2011, we must focus on accelerating the construction of key power grid projects such as 500 kV power transmission and transformation projects, peak summer power projects, access to renewable energy, and renovation of rural power grids in Chongming, laying a solid foundation for the 12th Five-Year Plan.
