According to the National Development and Reform Commission, China's Inner Mongolia's central and western regions and parts of northern Shanxi Province have abundant aluminum-containing minerals in some coal resources, which are used to produce pulverized coal. The "Guidance Opinion" believes that actively exploring the new field of alumina production with high-alumina fly ash, maximizing the value of resources is of great significance for increasing domestic aluminum resource supply, developing a recycling economy, and promoting regional economic development.

The Guiding Opinions clarify the guiding ideology for the development and utilization of high-alumina fly ash resources: Accelerate the construction of a resource-saving and environment-friendly production method in accordance with the deployment of the Nonferrous Metals Industry Adjustment and Revitalization Plan and the 12th Five-Year Plan outline The requirements are based on resources, supported by technology, oriented by the market, and aiming at improving the efficiency of resource output. Overall planning, rational distribution, coordination of relevant industry development, and maximization of the value of high-alumina fly ash resources are enhanced. The aluminum resource guarantees the ability to promote the sustainable development of the aluminum industry.

The "Guiding Opinions" stressed that the development and utilization of high-alumina fly ash resources must be combined with ecological and environmental protection, industrial restructuring, industrial technological progress, and effective resource allocation.

The main tasks set forth in the "Guidance Opinions" include organizing the preparation of regional plans, focusing on the construction of demonstration projects, continuing to strengthen technological innovation, promoting the construction of bases in an orderly manner, and grasping the comprehensive utilization of by-products. In response to specific tasks, the Guiding Opinions set forth various measures such as the establishment of barriers to entry, strict project approval, and strengthening environmental protection.

The reporter noted that the development and utilization of high-alumina fly ash resources, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Chinese Academy of Sciences and other relevant departments and agencies early attention, China's potential high-alumina fly ash can become China's important reserve base for aluminum resources.

In addition, many companies such as Huaneng, Guodian, Huadian, China Power Investment and Chinalco have all paid attention to it. The reporter noted that in recent years, the extraction of alumina from fly ash has been receiving extensive attention from scientific research institutions and resource development companies. At present, the extraction technology for high-alumina fly ash independently developed by Datang International and Tsinghua University has entered the stage of industrialization. The project that annually extracts 200,000 tons of alumina has been put into operation in Inner Mongolia, confirming the feasibility of this technology.

According to the statistics, the annual production capacity of coal resources in Inner Mongolia Fulu Aluminum is approximately 100 million tons. If converted locally, fly ash can produce 12 million tons of alumina.
