Engineering quality and safety supervision will never adapt

On August 6, Yang Chuantang, Minister of the Ministry of Transportation, presided over a special meeting to listen to the report on the supervision of quality and safety of highway water transportation engineering by the Ministry of Construction Quality Supervision. The responsible comrades of relevant departments such as Feng Zhenglin, the Ministry of Transport, the Ministry of Planning, the Finance Department, the Highway Bureau, the Water Transport Bureau, and the Safety Supervision Department attended the meeting.

Yang Chuantang emphasized that quality is the basis for development, and safety is the bottom line for development. Doing a good job of quality and safety is the eternal theme of transportation. The ministry's quality and safety supervision and management departments must not adapt to each other, dare to tell the truth, help the grassroots, and continuously improve the scientific nature of the work. , fairness, authority, and strive to achieve practical results in the building of people's satisfaction with the traffic.

Li Yanwu, director of the Ministry of Engineering Quality Supervision, reported on the work of supervision and control of quality and safety of highway water transport projects in the first half of the year, and made suggestions on the next step. After earnestly listening to the work report, Yang Chuantang pointed out that the Ministry has always attached great importance to the work of engineering quality and safety. Since the beginning of this year, the Ministry of Engineering Quality Supervision has firmly implemented the work arrangements of the central and ministry party groups, conscientiously performed its supervisory duties, and all work has achieved good results. . In the first half of the year, the quality of the highway water transportation project was generally stable, with the number of accidents and deaths dropping, and the overall safety of the project stabilized.

Yang Chuantang emphasized that due to factors such as the current market environment, management level, and funding duration, the quality of projects in some regions is uneven and unstable, and the quality of individual projects is not high and management is not strict. The project quality and safety are still outstanding. The situation is not optimistic and must be given high priority.

Yang Chuantang pointed out that the management of project quality and safety is a systematic project. At present, it is necessary to focus on five aspects of work. First, we must adhere to the overall tone of stability and progress, and always give top priority to protecting the safety of people’s lives and property and ensuring the healthy development of the economy and society, and we must not be at a loss. Second, we must adhere to the concept of scientific development, objectively grasp the law of project quality and safety, and always maintain the quality and safety of construction projects in a controllable state, and constantly improve the durability and safety of engineering facilities. Third, we must further strengthen the supervision of market construction, effectively regulate the market order, and severely crack down on such acts as subcontracting, illegal subcontracting, and unsafe quality and safety. Fourth, we must earnestly strengthen the management of engineering projects, strictly implement responsibilities, grasp the work carrier, and deepen the creation of "safety site." Fifth, we must adhere to lawful management, strengthen supervision over law enforcement, and constantly innovate management systems and mechanisms so as to truly develop a modern engineering management path with good quality and high management efficiency.
